1. PURPOSE

This document defines the minimum configuration required for a Carrito
vehicle to claim baseline street legality.

Baseline street legality establishes a conservative, inspectable,
and reproducible configuration. It does not guarantee approval in
all jurisdictions.

2. CORE PRINCIPLE
--------------------------------------------------
Baseline street legality favors:
- Simplicity
- Predictability
- Inspectability

If a feature complicates inspection, it is not baseline.

3. GRID REQUIREMENT
--------------------------------------------------
Baseline street legal vehicles must:
- Use Small Grid (SG)

Large Grid (LG) and Deluxe Large Grid (DLG)
are excluded from baseline street legality.

4. MMF REQUIREMENTS
--------------------------------------------------
Baseline vehicles must use:
- MMF TYPE-S or TYPE-R cages only

MMF cages must:
- Remain unmodified
- Preserve reference planes
- Preserve Sacred Power Volume

5. POWER FRAME REQUIREMENTS
--------------------------------------------------
Baseline Power Frames must:
- Be certified or reference designs
- Preserve SPV boundaries
- Use guarded CMZ designs

Allowed baseline examples include:
- SG-PF-HF212
- SG-PF-GEN4000
- SG-PF-EV72V

6. COMPATIBILITY CLASS
--------------------------------------------------
Baseline street legal vehicles must:
- Declare Compatibility Class A

Class B and C configurations are excluded.

7. HELPING HAND STATUS
--------------------------------------------------
Helping Hand modules:
- May be present
- Must be removable
- Must not operate while the vehicle is in motion

Vehicles with HH installed must:
- Declare HH compatibility
- Provide E-stop access

8. SAFETY SYSTEMS (NON-POWER)
--------------------------------------------------
Baseline street legal vehicles must include:
- Functional brakes
- Steering system with positive control
- Lighting as required by jurisdiction
- Audible warning device

These systems are outside MMF scope
but required for legality.

9. POWER AND NOISE

Baseline vehicles must:
- Operate within reasonable noise limits
- Prevent exhaust heat exposure
- Prevent exposed rotating components

- Complete build documentation
- Matching vehicle serial
- Power Frame documentation
