Applies To: All Power Frame designs seeking certification under the Carrito platform

1. PURPOSE

This document defines the process by which a Power Frame design
may be reviewed, recognized, and listed as a Certified Power Frame.

Certification exists to establish design compliance,
not to guarantee workmanship or performance.

2. WHAT CERTIFICATION IS
--------------------------------------------------
Certification:
- Applies to a Power Frame design
- Confirms alignment with platform standards
- Indicates predictable installation and inspection behavior

3. WHAT CERTIFICATION IS NOT
--------------------------------------------------
Certification does not:
- Certify a shop
- Certify build quality
- Guarantee legal approval
- Endorse performance claims

4. CERTIFICATION ELIGIBILITY
--------------------------------------------------
A Power Frame design may seek certification if it:
- Has a complete PF_Spec_Template
- Declares grid and compatibility class
- Fits within the appropriate SPV
- Uses approved MMF interfaces
- Preserves service access

5. SUBMISSION REQUIREMENTS
--------------------------------------------------
Submissions must include:
- Completed PF_Spec_Template
- Dimensional drawings or diagrams
- Photographs or renderings
- Description of installation and removal

6. REVIEW CRITERIA
--------------------------------------------------
Certification review evaluates:
- MMF compliance
- SPV compliance
- Output plane alignment
- Guarding and serviceability
- Compatibility class accuracy

7. CERTIFICATION OUTCOMES
--------------------------------------------------
Possible outcomes:
- Certified as submitted
- Certified with conditions
- Returned for revision
- Not certified

Certification status applies only to the reviewed revision.

8. CERTIFIED DESIGN LISTING
--------------------------------------------------
Certified designs:
- Receive a Certification ID
- May be publicly listed
- May be built by multiple shops

No exclusivity is granted.

9. REVISION CONTROL

Any design change:
- Requires revision increment
- May require re-review
- Must not silently alter compliance

10. CERTIFICATION MAINTENANCE
--------------------------------------------------
Certification may be suspended or revoked if:
- Misrepresentation is discovered
- Standards are violated
- Documentation is falsified

11. INSPECTION USE

Inspectors may:
- Reference certification listings
- Rely on declared design intent
- Still require local compliance checks
