Applies To: All fabrication shops, casting shops, and builders participating in the Carrito platform

1. PURPOSE

This document defines how shops participate in the Carrito platform,
including build roles, licensing tiers, and responsibilities.

The goal is to enable distributed manufacturing while preserving
platform integrity and quality.

2. CORE PRINCIPLE
--------------------------------------------------
Participation is permissioned, not centralized.

Shops contribute within defined boundaries.
The platform remains coherent.

3. PARTICIPATION TIERS
--------------------------------------------------
Tier 1 — Community Build Shop
- May assemble vehicles from certified components
- May install certified Power Frames and HH modules
- May not cast critical components

Tier 2 — Licensed Fabrication Shop
- May fabricate MMF cages and Power Frames
- Must follow platform standards
- Subject to periodic review

Tier 3 — Licensed Casting Shop
- May cast approved components using official molds
- Must maintain casting records
- Must meet material and process requirements

4. MOLD LICENSING

Official Carrito molds:
- Are licensed, not sold outright
- May include usage tracking requirements
- May require per-use or batch-based fees

Molds must not be modified without approval.

5. CASTING GOVERNANCE
--------------------------------------------------
Licensed casting shops must:
- Use approved materials
- Follow documented casting procedures
- Label cast components with batch identifiers

Critical engine components may be restricted
to higher certification levels.

6. BOARD AND OVERSIGHT
--------------------------------------------------
Licensed shops may:
- Participate in advisory boards
- Contribute to standards evolution
- Propose new Power Frame designs

Board participation does not grant unilateral authority.

7. QUALITY AND TRACEABILITY

Shops must:
- Maintain build and casting records
- Preserve serial traceability
- Cooperate with audits if required

8. COMMUNITY BUILDS

Community build shops:
- Operate under licensed component supply
- Provide local assembly and service
- Act as access points for builders

9. TERMINATION AND SUSPENSION
--------------------------------------------------
Participation may be suspended or terminated if:
- Standards are violated
- Misrepresentation occurs
- Safety risks are introduced
