1. PURPOSE

This law defines the roles, responsibilities, and disclosure requirements for
individual builders and participating shops within the Carrito platform.

The intent is to allow broad participation while preserving clarity, safety,
and platform integrity.

2. ROLE DEFINITIONS

INDIVIDUAL BUILDER
--------------------------------------
An individual builder:
- Assembles a Carrito vehicle for personal use
- May fabricate components for their own build
- Does not sell Carrito modules as products

Individual builders are not required to obtain platform authorization.

PARTICIPATING SHOP
--------------------------------------
A participating shop:
- Builds vehicles for others
- Sells Power Frames or modules
- Offers fabrication or assembly services

Participating shops must follow platform disclosure rules.

AUTHORIZED POWER FRAME BUILDER
--------------------------------------
An authorized Power Frame builder:
- Builds Power Frames based on published specifications
- May sell certified Power Frame designs
- Must meet documentation and labeling requirements

Authorization applies to designs, not exclusivity.

3. LICENSING MODEL
--------------------------------------------------
Carrito operates as a plans-based platform.

Licensing applies to:
- Use of official specifications
- Sale of modules using Carrito serials
- Representation as a compliant Carrito builder

No license grants exclusivity or territory.

4. DISCLOSURE REQUIREMENTS
--------------------------------------------------
All shops must disclose:
- Full serial identifiers of modules sold
- Compatibility class of each module
- Any deviations from published standards

Disclosure must be written and retained.

5. MISREPRESENTATION
--------------------------------------------------
Shops may not:
- Claim baseline compliance where it does not exist
- Hide experimental modifications
- Mislabel compatibility class
- Present optimized or experimental systems as standard

Misrepresentation is a violation of platform law.

6. LIABILITY SEPARATION
--------------------------------------------------
Carrito provides plans and standards only.

Shops and builders are responsible for:
- Build quality
- Local legal compliance
- Safety of workmanship

Use of Carrito specifications does not transfer liability.

7. CERTIFICATION SCOPE
--------------------------------------------------
Certification:
- Applies to Power Frame designs
- Does not certify entire shops
- Does not guarantee workmanship

Certification indicates design compliance only.

8. MODIFICATIONS AND FORKS
--------------------------------------------------
Shops and builders may modify designs.

Modified designs must:
- Be reclassified
- Be relabeled
- Not be represented as baseline without approval

9. INSPECTION SUPPORT
--------------------------------------------------
Shops are encouraged to provide:
- Serial documentation
- Build declarations
- Inspection checklists

Inspectors are not required to understand internal platform details.

10. REVOCATION

Use of Carrito serials and certification may be revoked for:
- Repeated misrepresentation
- Fraudulent labeling
- Deliberate violation of platform law

11. AMENDMENTS

Changes to this law require:
- Version increment
- Change log entry
- Platform justification
